In 1981, the Tidewater Maritime Training Institute was established in Portsmouth, Virginia to support the training of commercial ship repairers. In 1984, the South Tidewater Association of Ship Repairers was established. These two groups combined their efforts and formed the Virginia Ship Repair Association in 2005. This monument recognizes both the founding members and the mission of the Association to always be the “Strength Behind the Fleet.”
