Rivers Casino Portsmouth Hotel Coming Soon

Rivers Casino Portsmouth will break ground this year on a new hotel two years after opening.

Mayor Shannon Glover made the announcement Friday in the casino’s event center during the annual State of the City address.
Casino general manager Roy Corby said The Landing Hotel is expected to break ground this year, with completion expected by 2027. Once constructed, the “upscale,” eight-story hotel will have 106 rooms, including 32 expansive suites. It will sit adjacent to the casino and overlook the property’s water feature.
“It’s about tourism. It’s about growth. And it’s about moving forward in the city of Portsmouth,” Glover said.
The Landing Hotel, which Corby said is the lodging at other Rivers Casino locations, is a $65 million privately funded development. Suites will range from roughly 400 to 800 square feet. A lobby bar is planned near the reception area, with private executive board rooms. Among the amenities will be complimentary breakfast and a sundries shop.
“I expect that we’re just going to continue to focus on being the premier entertainment destination area,” Corby said. “And I’m very proud of what we’ve developed.”
The architect is KOO Architecture & Interiors of Chicago. The Landing Hotel Portsmouth will be independently owned and operated by Rivers Casino and Rush Street Gaming, according to a release.
Hotel plans were part of the city’s agreement with casino operators, Rush Street Gaming. The deal was that they would begin building a hotel if at least $175 million of profit is made in one year while competing against Norfolk’s yet-to-be-built casino — or if $250 million is made annually over two years.
Portsmouth’s announcement comes as Norfolk is beginning construction on a $750 million casino with a 200-room hotel, scheduled for completion in late 2027 after years of delays.
The Landing Hotel is expected to be an economic driver for the city, Corby said, increasing employment, tourism and revenue from visitor spending. It will also help accommodate more visitors for overnight and weekend stays — building on the city’s recent big year for tourism, which highlighted a need for more hotel rooms.
The Virginia Tourism Corporation reports that Portsmouth saw $138.3 million in direct visitor spending in 2023 — a 118% increase from 2022.
Glover also touted $144 million in investment, 430 new jobs, 742 new businesses and more than 1,000 new homes underway in Portsmouth in 2024. That’s attributed to businesses such as General Dynamics, which is investing $20 million into a new pier and crane improvements at its Elizabeth River Shipyard, and is expected to create 200 jobs.
Glover said plans are actively underway to redevelop the city’s waterfront, with the demolition of the city jail and the relocation of the civic center as next major steps.
Glover said the revitalization efforts are now being dubbed “The Linc,” as the area will link midtown to downtown and the Innovation District.
“As we look to the future, our spirits should be stronger than ever,” Glover said.
